Business Service Representative Position

The Chinese Newcomers Service Center (CNSC) is a nonprofit organization, which provides multilingual services that help Chinese immigrants adapt to life in the United States. CNSC serves as a bridge between the two cultures, enhancing the physical, mental, social and economic well-being of immigrants, thus facilitating their efforts to become self-sufficient, contributing members of the community.

Position Summary:

  • Job development is essential to ensuring that Workforce Investment Act (WIA) participants obtain permanent, unsubsidized employment at a sustainable wage in timely fashion. Job development is proactive in nature and is designed to provide each participant with enough appropriate employment opportunities to keep the amount of time spent between the initial job search and placement to a minimum.

Job responsibilities:

  1. The Business Service Representative works directly with low income jobseekers and dislocated workers, providing essential support services while facilitating the job search, job placement aimed at securing and maintaining meaningful employment in the community.
  2. Responsible for identifying and developing job opportunities identified by the City’s workforce investment strategies as growth sectors for WIA clients.
  3. Assist clients in job search, securing and retaining employment. Provide counseling and services to assist individuals in job retention and career advancement.
  4. Acts as initial contact for businesses inquiring about available services and assistance.
  5. Acts as liaison between the businesses and other agencies and partners that will be providing services to include coordination of site visits, workshops, etc.
  6. Researches services and incentives available to address the specific needs of each business.
  7. Performs follow up to include surveying employer and employees to measure satisfaction with the level of service provided.
  8. Provides technical assistance to other staff and program partners.
  9. Facilitates informational meetings and workshops with target businesses, their employees, and partner agencies as needed.
  10. Coordinating recruitment with collaboration from city departments, community-based organizations, schools, online resources, and job fairs.

Required Knowledge, Skills and Abilities:

  • B.A. /B.S. in related field or equivalent experience in workforce or job development.
  • Knowledge of social, economic, and labor market conditions as they relate to Workforce Development Center programs.
  • Ability to build partnerships with employers. Comfortable taking initiative to build new relationship via cold-calling, emailing and attending community forums.
  • Ability to follow direction prioritizes, perform multiple tasks, and complete duties with minimal supervision.
  • Excellent organization and communication skills
  • Ability to work with people from ethnically and socio-economically diverse backgrounds.
  • Ability to maintain confidentiality of sensitive information.
  • Ability to organize and maintain participant files, and document ongoing progress.
  • Capacity to operate independently and resourcefully, taking initiative and exercising own judgment for majority of work.
  • Good analytical, problem-solving and strong organizational skills.
  • Ability to work in fast-paced team environment
  • Computer skills: MS Word, Excel, Outlook, Access, Publisher, Internet etc.

Preferred Qualities:

  • Bi-lingual in spoken and written Cantonese/Mandarin and English.
  • Direct experience in employment services as a job developer.
  • Experience building relationships with businesses or corporations.
